In current paper the author will keeps track of changes that have occurred in Estonia, Latvia and Lithuania during the twenty years that has passed since then, when her first articles on topic were published (The Science of the Baltic States in the World’s information market. Baltic Review, 1994, 4, 37-38., Baltic Authors in the Main Databases. – Bibliotekos Metraštis 1995. Vilniaus Universito Leidykla, 1997, 115-120.)

The following statements were presented:
1) A scientist, having published his/her study in a journal that is included in ISI databases, has made their way into the world’s group of scientists;
2) In the Baltic countries have four large research centres: Vilnius, Riga, Tartu and Tallinn.
3) The contacts between scientists from Latvia, Lithuania, and Estonia are not very close.
4) The increasing number of co-authors has raised discussion of how to measure scientific productivity.

Her main research interests belong to bibliometric studies. She has been member of the expert panel of the European Reference Index for the Humanities and is a member of the European RTD Evaluation Network. She is a member of the reviewer’s board of Scientometrics, and the editorial board of the COLLNET Journal of Scientometrics and Information Management. She has been Scientific committee member of numerous International conferences (ISSI, STI), and local chair of several international conferences (latest in August 2013 – 9th International Conference on Webometrics, Informetrics and Scientometrics (WIS) & 14th COLLNET Meeting).

Education: 1971-1976 University of Tartu, History studies; 1993-1995 Tallinn University Information Sciences MA studies; 1997-2001 Tallinn University, Information Sciences PhD studies
Prior Work: Professional expertise includes teaching at university (master courses in the University of Tartu History Department) and R&D policy administration.
Till 2012 she was the Director of the Research Co-operation Centre of Archimedes Foundation. She has been, and is a member of different Estonian and European R&D policy bodies.
