The Association of Lithuanian Serials was established in 2010. It currently serves as an umbrella organization for 32 members that publish 143 Lithuanian research journals.
The association’s mission is to make every effort to unite Lithuanian research journal publishers and to promote the development and cooperative use of new and innovative technologies to expedite and facilitate scholarly research.

The Association of Lithuanian Serials
The Association of Lithuanian Serials (Lietuvos mokslo periodikos asociacija – LMPA) was established in 2010, initiated by Eleonora Dagienė. The founders of the Association were Prof. Dr habil. Raimundas Kirvaitis, Prof. Dr habil. Edmundas K. Zavadskas, Prof. Dr Borisas Melnikas, Dr Audrius Banaitis, VILNIUS TECH, the Lithuanian Public Administration Training Association, and the Training Centre of the Ministry of Finance of the Republic of Lithuania.
The main objectives of the LMPA are: 1) to promote the advanced publishing of scholarly journals, thereby helping Lithuanian scholarly journals present Lithuanian science to the global scholarly community, and 2) to provide qualified assistance (training, seminars, conferences) to publishers of Lithuanian scholarly journals, aiming to enhance the scholarly level of published articles and increase the quality and visibility of the journals.
The LMPA closely cooperates with the Committee on Education and Science of the Parliament of the Republic of Lithuania, the Lithuanian Academy of Sciences, the Research Council of Lithuania, the Lithuanian Research Library Consortium, and the Scholarly Publishing Cluster. The Association continues to grow as more Lithuanian scholarly journal publishers join. As of October 2023, the Association has 33 members publishing 158 scholarly journals.
The first president of the LMPA was R. Kirvaitis, Vice-Rector of VILNIUS TECH. From 2010 to 2013, E. Dagienė served as Chairperson of the LMPA Board. Board members during this period were Prof. Dr habil. Albinas Marčinskas (Vilnius University), E. K. Zavadskas (VILNIUS TECH), E. Dagienė (VILNIUS TECH), B. Melnikas (VILNIUS TECH), and Prof. Dr E. Chlivickas (Training Centre of the Ministry of Finance of the Republic of Lithuania). A. Banaitis (VILNIUS TECH) carried out the financial control of the Association.
From 2013 to 2016, Prof. Dr Inga Žalėnienė (Mykolas Romeris University) served as Chairperson of the Board. Members included Dr Leonas Balaševičius (Kaunas University of Technology), Dr Darius Gerulaitis (Šiauliai University), Dr Rita Vaičekauskaitė (Klaipėda University), and E. K. Zavadskas (VILNIUS TECH). The auditor E. Chlivickas (Training Centre of the Ministry of Finance) oversaw financial control. E. Dagienė (VILNIUS TECH) held the position of LMPA President.
From 2016 to 2019, R. Vaičekauskaitė (Klaipėda University) was Chairperson of the Board. Members included L. Balaševičius (Kaunas University of Technology), Prof. Dr Vincentas Lamanauskas (Scientific Methodical Centre Scientia Educologica), Tatjana Švec-Kurapkė (Mykolas Romeris University), and E. K. Zavadskas (VILNIUS TECH). Financial oversight was provided by auditor E. Chlivickas. The President was again E. Dagienė.
From 2019 to 2022, Adriana Kviklienė (Kaunas University of Technology) chaired the Board. Members were Dr Vincas Grigas (Vilnius University), Nomeda Gudelienė (Mykolas Romeris University), Prof. Dr Dalia Marija Stančienė (LOGOS), and Asta Zarauskienė (Lithuanian Sports University). The auditor was Prof. Dr Agota Giedrė Raišienė (Academic Association of Management and Administration). The President was V. Grigas.
From 2022 to 2025, A. Kviklienė (Kaunas University of Technology) was the Chair of the LMPA Board. During this period, the Board members were V. Grigas (Vilnius University), R. Vaičekauskaitė (Klaipėda University), Z. Kairaitis (Lithuanian Association of Geographers), A. Zarauskienė (Lithuanian University of Sports). The financial control of the Association was carried out by the auditor M. Šeibak (VTeX). The President of LMPA was V. Grigas (Vilnius University).

Activities of the Association of Lithuanian Serials
Since its establishment, the LMPA has been open to all publishers of Lithuanian scholarly journals. It aims to grant members access to advanced plagiarism detection tools, and to facilitate discussion on peer review, authorship, and other relevant topics in scholarly communication. International experts are regularly involved in these discussions.
A major focus of the LMPA has been enhancing the international visibility of Lithuanian scholarly journals. Key initiatives include:
- Between 2011 and 2014, the Catalogue of Lithuanian Scholarly Journals was presented at the Frankfurt and London book fairs.
- In 2011, LMPA organized events at the Vilnius Book Fair, implemented the EIFL project Open Journal Systems – Opportunities for the Development of Lithuanian Scholarly Journals, and held a series of seminars and lectures on science metrics, plagiarism, and scholarly writing.
- From 2012 to 2013, LMPA published a thematic issue on scientometrics, organized conferences on identifiers, scientometric indicators, and ethical publishing.
- The project International Dissemination of Lithuanian Scholarly Journals through Crossref Membership, funded by the Research Council of Lithuania, promoted DOI and CrossCheck. In 2011, LMPA signed a contract with Crossref and became its sole agent in Lithuania from 2012.
- In 2014, LMPA initiated the conference Technologies That Are Changing Science Assessment.
- In 2015, the conference National Scholarly Journals: Quantity and Quality and a Crossref workshop were held.
- In 2016, the event How to Prepare a Successful Scholarly Publication? and the international conference Lithuanian Journals and Contemporary Scholarly Communication were organized. The book Reviewing and Manuscript Management in Scholarly Journal Publishing was translated into Lithuanian and presented with author Dr Irene Hames. The publication Lithuanian Scholarly Journal Ranking 2016 gained national attention.
- In 2017, a discussion on the Quality of Peer Review in Scholarly Journals was held.
- In 2018, a discussion Publishing of Scholarly Journals in Lithuania: Challenges and Opportunities was organized.
- In 2019, LMPA led a practical discussion on scholarly publishing technologies and initiated the Open Access Scholarly Publishing Conference. A declaration On Lithuanian Scholarly Periodicals Publishing After 2020 was prepared.
- In 2020, a workshop on copyright in Open Access was held. LMPA also contributed to the activities of the Scholarly Publishing Cluster and initiated a declaration On Active Participation in Defining and Registering Open Access Scholarly Journals.
- In 2021, the workshop Using Digital Identifiers in Increasing the Dissemination of Scholarly Publications was held. iThenticate access was funded by the Research Council of Lithuania. LMPA became a Crossref sponsoring organization and released the study Lithuanian Scholarly Periodicals in 2020 – Publishing Technologies, Open Access, Databases.
- In 2022, a workshop was held as a satellite event of the Crossref Annual Conference titled Dissemination of Scientific Journals: The Importance of Professional Publishing Software and Metadata. Continued support for iThenticate was secured.
- In 2023, a publication about the Association and its members was published – Members of the Lithuanian Association of Scientific Periodicals: origins and today. Contribution to the organisation of the international conference “Periodicals and Changing Society. Periodicals in Lithuanian – 200”, dedicated to the 200th anniversary of periodicals in Lithuanian.
- In 2024, the Barcelona Declaration was joined by expressing support for the Declaration and preparing a Lithuanian translation. Three events were organised in 2024: “Advancing Open Science: the Barcelona Declaration and Open Research Information”, a workshop on “Predatory Journals”, and “Inclusive Publishing and Scholarly Periodicals”.
The overarching goal of LMPA’s activities is to familiarize Lithuanian journal publishers with advanced publishing technologies and trends, improve the quality of scholarly articles, and enhance the global visibility of Lithuanian journals.
